Primary Focus
The SME Exercise Planner assists in the development and execution of Citadel Protect exercises to assess the integration of installation and Navy afloat assets berthed in Navy-Controlled CONUS and OCONUS ports. Integrated shore and afloat exercises are conducted in a training environment that closely approximate the real-world operational environment to address the systemic vulnerabilities identified in United States Fleet Forces Command (USFFC) Anti-Terrorism (AT) Program Review, VCNO Task 13-6, and assessment of post real-world events. In addition to Citadel Protect requirements, Harbor Security Unit Training Assist Visits (TAV) are conducted to provide training on promulgated tactics, techniques and procedures, pre-planned responses, and Standard Operating Procedures. Harbor Patrol Unit Training Assist Visits include crew-served weapons, use-of-force decision and communication between the coxswain and gunner training. Exercises will simulate real-world scenarios such as small boat attacks (single/multiple), vessels in restricted areas and pier active shooter scenarios. High-speed small boat operating & maneuvering, and simultaneous weapons firing training will also be incorporated into scenarios. Responsibilities
Plan, conduct and assess six CITADEL PROTECT (CP) exercises per year.
Conduct up to 10 Harbor Patrol Unit (HPU) Training Assist Visits (TAV) exercises per year. Locations shall be at the direction of the government to provide training on promulgated tactics, techniques and procedures, preplanned responses and Standard Operating Procedures.
Incorporate MILES (multiple integrated laser engagement system) gear to track timing, distance and accuracy of weapons fired by sailors during training exercises.
Support each exercise with a series of planning meetings to include Concept Development, Initial, Mid-term, In-Progress Review and Final. Results of each meeting shall be documented in the standard CNIC AAR format for government approval not later than 3 days following planning meeting.
Provide SME support in the drafting and development of implementing instructions, required training and communication plans based on the uniqueness of each installation.
Conduct assessed exercise events and overall security posture at each installation that received training.
Other duties as assigned.
Qualifications
Minimum Qualifications:
High School Diploma
Must have a minimum of five years’ experience in conducting Integrated shore/afloat pier and harbor defense events to include waterborne attacks and pier active shooter attacks.
Active-Duty Naval service (Honorably Discharged) or 5 years employed at a Navy Installation command.
Naval instructions that support the development, conduct and evaluation of the exercises to include Navy Security Force Training Manual, Shore Training Manual, Small Arms Training and Qualification Manual, Surface Force Training manual, Physical Security and Law Enforcement Manual, and NTTPs.
Small arms to include universal safety rules, loading and unloading procedures, weapon conditions, and immediate and remedial actions when stoppages occur.
Navy Harbor Security Boat/small boat operations to include safety/Organizational Risk Management (ORM), weapons mounts, and USCG COLREGS.
U.S. Navy shipboard operations to include the duties of the ship’s Anti-Terrorism Tactical Watch Officer (ATTWO), Security Reaction Force Team (SRT), and Small Craft Action Team (SCAT).
Military staff functions
Ability to obtain and maintain Secret Security Clearance.
Must be willing to travel both CONUS and overseas monthly.
Current (unexpired) US passport
Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
Minimum Skills:

Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.

Must be a Self-starter, that can work independently and as part of a team.

Pay Range
USD $85,000.00 - USD $95,000.00 /Yr.
